Fog lights are mounted so that they throw their light low in the immediate direction over which the cars tire is about to pass. This is not good for high speed driving because it will give you very little time to react. But then when its foggy you won't be able to drive fast. What you want is to be able to drive slowly. And thanks to the low mounted fog lights you can proceed cautiously.
Which is as it should be. During poor visibility driving with caution is of utmost importance. There maybe another vehicle that is not yet visible or the road may take a turn and you may not spot the turn if you are going too fast and go off the road. On the other hand driving cautiously only means it will take you a little longer to get to your destination. If you are lucky you maybe able to drive out of the poor visibility area quickly and then be able to resume driving at normal speeds.
